Job Description
PURPOSE OF POSITION:
The Addiction Program Administrator, organizes, plans, and oversees the clinical operations of the SUD Treatment Program within the Services continuum. He/She/They oversees the multidisciplinary team, and provides clinical oversight and consultation, in collaboration with the Clinical and Leadership Teams.
The Addiction Program Administrator plans, organizes and directs regulatory, quality management, performance improvement initiatives, and OASAS required reporting and training to achieve approved clinical goals and strategic plans and objectives.
SUMMARY OF DUTIES AND RESPONSIBILITIES:
Effectively communicates and administers policies and procedures, and ensures compliance with these policies, as well as city, state and federal regulations
Collaborates with Program Director to coordinate and communicate all on-site surveys; monitors, and maintains all related performance improvement plans/plans of corrective action
Monitors, tracks, trends, and analyzes data for SUD Treatment Programs; makes appropriate recommendations and conclusions and takes appropriate actions to improve performance
Prepares reports; understands underlying detail of reports and articulates explanation of department results
Works cooperatively and collaboratively with staff, supervisors and administrators, physicians/clinicians, and other departments on actions that contribute to positive performance
Participates in the development of standards and guidance for the delivery of Substance Use Disorder Services; takes a leadership role in the development of policies, procedures, workflows and standard work to ensure adoption and compliance
Coordinates with administrative leadership, data governance, IT, department data experts, finance and other stakeholders to support SUD Treatment Programs initiatives
Provides direct supervision and mentorship to clinical supervisors and other ancillary support staff; participates in recruitment of staff associated with Substance Use Disorder Treatment Programs
Conveys and interprets program policy to staff in the course of their assigned activities.
Participates in planning and development, implementation, coordination and evaluation of the activities of therapeutic initiatives, facilities and agencies. Assists in assessing goals and determination of priorities.
Maintains liaison with public, private and community organizations and agencies in order to render advice on program policies and to seek improvement in facilities and activities.
Participates in staff meetings and conferences and schedules conferences to follow through on activities.
Other duties as assigned to support the mission, vision and strategic priorities of the institution.
Minimum Qualifications
Any individual working in a NYS Office of Addiction Services and Supports (OASAS)-Certified Treatment Program or newly-hired into the System in the title of Addiction Program Administrator in a NYC Health + Hospitals health care setting must have proof of completion of OASAS "Supporting Recovery with Medications for Addiction Treatment (MAT)" training.
1. Valid Credentialed Alcoholism and Substance Abuse Counselor (CASAC) or Other QHP Master Counselor
Status as defined in Section 800.4 (U) of the OASAS Treatment Services: General Provisions, Title 14 NYCRR Part 800 (), including completion of the 30-hour OASAS Clinical Foundations I & II training; and
2. Seven (7) years of experience directing, developing, improving, implementing and sustaining strategic plans and operations for substance use disorder programs, and performing other related functions in a hospital or a health care setting, five (5) years of which must have been in a responsible administrative or managerial capacity; or
3. Satisfactory equivalent of education, training and/or experience. However, all must have CASAC or Other QHP Master Counselor Status, including 30-hour OASAS Clinical Supervision Foundations I & II training.
